Perks that will modify damage include Grunt, Bloody Mess, Lord Death, Thought You Died, Fast Shot, And Ain't Like That Now. I wouldn't do any of the dlc other than maybe honest hearts assuming you absolutely stock up on ammo to go through the whole dlc that way. You'll only need a strength of 2 to effectively use it, though there may be other reasons you'd want strength. Powder Gangers are probably going to be a decent early game source of ammo, and if that doesn't work out, you're probably going to be selling all the other ammo anyway.
I figure your best bet would be a luck vats build where you rush for Maria since it has a x2 crit mulitplier.
